GENERAL ITEMS

9. APPROVAL OF CASTALDI APPLICATION FOR SARASOTA HIGH SCHOOL
Description

Permission from the Florida Department of Education to demolish and then rebuild school facilities is a three step process - (1) a Spot Survey for permission to renovate or replace; (2) a Castaldi application; and (3) a final Spot Survey for permission to demolish and rebuild. For the Sarasota High School project, which entails demolishing building 3 (West Cafeteria), building 16 (East Cafeteria), and parts of building 5 (Female lockers and two-story classroom building), the first step was accomplished as part of the 2011 Five Year Plant Survey. The Castaldi step now involves preparation of a packet proving that it is more economical to rebuild than to renovate.  



Recommendation
That the School Board approves submission of the Castaldi application for Sarasota High School to the Florida Department of Education.

AGREEMENTS/CONTRACTS

10. APPROVAL OF AGREEMENT BETWEEN BAY AREA YOUTH SERVICES, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement provides a delinquency program for students identified as at-risk to becoming habitual juvenile offenders.

13. APPROVAL OF AGREEMENT BETWEEN TAKE STOCK IN CHILDREN AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement between Take Stock in Children and The School Board of Sarasota County, Florida, provides mentoring and potential college and vocational scholarships to selected students.

This agreement between Community Youth Development of Sarasota County and The School Board of Sarasota County, Florida, provides training and opportunities for Sarasota County high school students to develop leadership skills.

15. APPROVAL OF AGREEMENT BETWEEN COASTAL BEHAVIORAL HEALTHCARE, INC. "FAMILY LIFE INTERVENTION PROGRAM" AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

Coastal Behavioral Healthcare, Inc., "Family Life Program," will provide an early prevention program for at-risk youth in Sarasota County.  Services are provided at mutually agreed upon school locations at no cost to the district and transportation will be provided by Coastal, if needed.

This is a long standing agreement between Girls Inc. and The School Board of Sarasota County, Florida, to provide research-based, age-appropriate programs to school age girls throughout Sarasota County during and after school.

17. APPROVAL OF THE ADDENDUM TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA AND THE SCHOOL BOARD OF MANATEE COUNTY, FLORIDA
Description
The Addendum to the Memorandum of Understanding outlines the purpose, terms and funding related to the agreement between the counties for the Adults with Disabilities/Senior Learners program, and as required by the Florida Department of Education for this program.

18. APPROVAL OF AFFILIATION AGREEMENT BETWEEN MANOR CARE OF SARASOTA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The School Board offers to enrolled students a Health Science program and Manor Care of Sarasota manages a health care facility.  The School Board desires to provide its students a clinical learning experience through the application of knowledge and clinical skills in a health care facility, and Manor Care of Sarasota has agreed to make it's facility available to School Board for such purposes.

19. AGREEMENT BETWEEN SARASOTA FAMILY YOUNG MEN'S CHRISTIAN ASSOCIATIONS, INC. (YMCA -TRIAD PROGRAM) AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement outlines the relationship and responsibilities shared by the SBSC and the YMCA  - TRIAD program which provides programs of education, training, and related services for students grades 6-12 assigned to the Alternative School program at YMCA - TRIAD.

Recommendation
That the School Board of Sarasota County approve the agreement for the Sarasota Family YMCA to provide alternative programs at TRIAD.

20. APPROVAL OF AGREEMENT BETWEEN BIG BROTHERS BIG SISTERS OF THE SUN COAST, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement between Big Brothers Big Sisters of the Sun Coast, Inc., and the School Board of Sarasota County defines the shared responsibilities regarding school based mentoring services provided to at-risk youth by the Mentor Managers (job description attached) who will provide specific services to students enrolled in the Performance Based Diploma Program in Sarasota County high schools.

23. APPROVAL OF THE CONTRACT BETWEEN THE STATE OF FLORIDA DEPARTMENT OF HEALTH DOING BUSINESS IN SARASOTA COUNTY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This is a contract between the State of Florida Department of Health Doing Business in Sarasota County and the School Board of Sarasota County, Florida, to hire additional registered nurses so that each high school will have a full-time registered nurse.  The State of Florida Department of Health Doing Business in Sarasota County is a state agency for indemnification purposes and that payment dates correspond with the School Board fiscal year.

24. APPROVAL OF INTERLOCAL AGREEMENT BETWEEN SARASOTA COUNTY GOVERNMENT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement allows Sarasota County Parks and Recreation to schedule play on the multi-purpose field at Heron Creek Middle School for a four month period, beginning July 1, 2013, during specific hours of the day. The School Board approved a similar agreement last year that allowed Sarasota County Parks and Recreation to respond to the increasing needs of the youth of the City of North Port in a meaningful way.  This agreement will give them the same flexibility this summer.

25. APPROVAL OF A GRANT AGREEMENT BETWEEN SARASOTA COUNTY, FLORIDA, AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The School Board has developed an 11-month on-site Precision Machining Program at SCTI designed to train 25 students per year and has received endorsements and assistance from local manufacturers, as part of a Workforce Development Plan.  Sarasota County has agreed to provide a grant to the School Board in an amount not to exceed $318,500.00 for the purchase of the equipment to be utilized in the program.

GRANTS

26. APPROVAL OF THE FDLRS ASSOCIATE CENTERS GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description

CONTINUATION: Grant funds of approximately $900,000 will assist Charlotte, Manatee and Sarasota county districted schools to identify and serve the needs of students with disabilities through the Florida Diagnostic and Learning Resources System (FDLRS). 



Recommendation

27. APPROVAL OF THE TITLE I, PART A, EDUCATION OF DISADVANTAGED CHILDREN AND YOUTH GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
ENTITLEMENT: Grant funds of $7,322,334 will provide supplemental resources to participating schools (Alta Vista, Atwater, Booker Middle School, Brentwood, Cranberry, Emma E. Booker, Glenallen, Gocio, Lamarque, Toledo Blade, Triad, Tuttle, Wilkinson, SSIS)for the purpose of assisting them in meeting the academic needs of their students in the areas of math, reading, writing and science.

Recommendation

28. APPROVAL OF THE TITLE II, PART A TEACHER AND PRINCIPAL TRAINING APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
ENTITLEMENT: Grant funds of approximately $1,100,000 will provide recruitment and training activities to attract and retain highly effective teachers and administrators.

29. APPROVAL OF THE CARL D. PERKINS CAREER AND TECHNICAL EDUCATION - SECONDARY GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description

FIELD TRIPS

33. APPROVAL OF THE VENICE HIGH SCHOOL FIELD TRIP TO COSTA RICA ON MARCH 7, 2014 THROUGH MARCH 15, 2014
Description

Students will be given the opportunity to put into action the information they have learned about Biology and Zoology.  This information will be applied to understanding the flora and fauna of the tropical rain forest in Costa Rica.  Students will be taught the value of the tropical rain forest in terms of ecosystem services, as well as the intrinsic value of biodiversity.



Recommendation
That the Venice High School field trip to Costa Rica on March 7, 2014 through March 15, 2014 be approved.

34. APPROVAL OF THE RIVERVIEW HIGH SCHOOL KILTIE BAND FIELD TRIP TO NEW YORK CITY, NEW YORK ON MARCH 14, 2014 THROUGH MARCH 18, 2014
Description
Students will have the opportunity to perform in the 253rd St. Patrick's Day Parade.  They will also meet, observe, hear and watch other bands from around the country. They will also attend musical performances and will observe professional musicians.

Recommendation
That the Riverview High School Kiltie Band field trip to New York City, New York on March 14, 2014 through March 18, 2014 be approved.

35. APPROVAL OF THE PINE VIEW SCHOOL SPEECH AND DEBATE TEAM FIELD TRIP TO NEW HAVEN, CONNECTICUT ON SEPTEMBER 19, 2013 THROUGH SEPTEMBER 23, 2013
Description
This is an inter-curricular Speech and Debate competition. 

Recommendation
That the Pine View School Speech and Debate team field trip to New Haven, Connecticut on September 19, 2013 through September 23, 2013 be approved.

EXPULSIONS

36. APPROVAL OF EXPULSION CASE NO. 13-391
Description
On May 1, 2013, the student listed in Expulsion Case No. 13-391, violated School Board Policy 5.34(1)(G), Insubordination/Behavior Instigating Hostility.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-391, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session and the entire 2013-2014 academic year.

37. APPROVAL OF STUDENT EXPULSION ABEYANCE CASE NO. 13-299
Description
School Board Policy 5.34(4), permits the Board to hold in abeyance, the expulsion of a student, if the student participates in a rocognized alternative-to-expulsion program.  This student is being placed in an alternative school.

Recommendation
That Expulsion Case No. 13-299, be held in abeyance per School Board Policy 5.34.

38. APPROVAL OF EXPULSION CASE NO. 13-250
Description
The student listed in Expulsion Case No. 13-250, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 7, 2013, the student listed in Expulsion Case No. 13-250, violated School Board Policy 5.34(1)(E), Battery on a Law Enforcement Officer/School Personnel.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-250, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, and the entire 2013-214 academic year.

Description
On May 21, 2013, the student listed in Expulsion Case No. 13-415, violated School Board Policy 5.34(1)(D), Battery on Another Student.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-415, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the 2013 summer session and the entire 2013-2014 academic year.

MATERIALS MANAGEMENT

41. APPROVAL TO AWARD BID #13-0088 FOR LIQUID PROPANE GAS SERVICE
Description
Bids to provide 'Liquid Propane Gas Service' were received from two vendors on May 21, 2013.  The bid of AmeriGas Propane was the best low bid meeting the advertised specifications.  This bid is for a period of three years with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of AmeriGas Propane, to provide 'Liquid Propane Gas Service' in an amount not to exceed $75,000.00, be approved.

42. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

FACILITIES

43. ACCEPTANCE OF FACILITIES SERVICES PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE SARASOTA HIGH SCHOOL FOOTBALL STADIUM PRESS BOX RENOVATIONS
Description
All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been internally audited and are enclosed herein the final invoice for approval.  The Director of Facilities Services has determined that the project is complete in accordance with the state statutes.

Recommendation
That the project be accepted as complete and the final payment to the contractor be approved as presented.

Description

45. ACCEPTANCE OF FACILITIES SERVICES PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE SCTI BURN BUILDING SHOWER AND OFFICE PORTABLES RENOVATIONS
Description
All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been internally audited and are enclosed herein change order #2 for approval.  The Director of Facilities Services has determined that the project is complete in accordance with state statutes.

Recommendation
That the project be accepted as complete and the final payment to the contractor be approved as presented.

CONSTRUCTION

46. APPROVAL OF THE CONTRACT FOR CONSTRUCTION FOR THE SOUTH COUNTY BUS DEPOT PROJECT
Description

Under the terms of the 10/2/2012 (Item #34) Board Approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with McIntyre Elwell & Strammer General Contractors, Inc. for the South County Bus Depot project.  The 10/2/2012 agreement included pre-construction and bidding services only.  The scope of this contract shall include the construction of a new South County bus depot and Facilities zone team facility.  The Guaranteed Maximum Price (GMP) of this contract is $2,277,626.00.  This contract is available for review at the Construction Services Department.  The School Board attorney has approved the use of this contract.  Funds for this contract are available in the project budget account.



Recommendation
That the Contract for Construction of the South County Bus Depot project be approved as presented.

47. APPROVAL OF CONSTRUCTION MANAGER RANKINGS FOR THE BAY HAVEN SCHOOL OF BASICS PLUS-ADDITION AND RENOVATION PROJECT
Description
The projects scope of work shall include construction management services for the pre-construction phases of the Bay Haven School of Basics Plus campus and related site work.  The project will be multi-phased.  On 5/30/2013, the Professional Services Selection Committee (PSSC) met to select a construction manager.  The PSSC has ranked them in accordance with Board policy.  The cumulative total project budget is approximately $8,000,000.00.  Funds for this project are available in the capital budget account.

Recommendation
That the rankings of Construction Managers for the Bay Haven School of Basics Plus - Addition and Renovation project be accepted as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

48. APPROVAL OF CONTRACT FOR CONSTRUCTION FOR SARASOTA HIGH SCHOOL RENOVATION AND NEW CONSTRUCTION PROJECT-PHASE II
Description

Under the terms of the May 1. 2012, (Item #35) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with P.J. Hayes, Inc. dba Tandem Construction for the Construction for Sarasota High School Renovation and New Construction Project-Phase II.  This contract was negotiated on May 31, 2013.  The May 1, 2012 agreement included pre-construction and bidding services only.

This Contract for Construction-Phase II includes the work necessary for the renovation of Building #1, #4, #5 and the new construction of Building #2 (Gymnasium), #9 (Central Energy Plant) and the new parent loop.  This contract also includes the demolition of Building #3 (West Cafeteria) and Building #16 (East Cafeteria) along with associated site work to support the overall construction project.

The Guaranteed Maximum Price (GMP) of this contract is $31,923,000.00.  This contract is available for review at the Construction Services Department.  The School Board attorney has approved the use of this contract.  Funds for this contract are available in the project budget account.
